Grandfather of RO-RO
Mr. Meneleo Carlos, Jr. has championed the establishment and expansion of an integrated national highway system to include the roll on/roll off (RORO) project that promotes and facilitates seamless movement of people and goods from Mindanao to Luzon through Visayas.

Professor Enrico L. Basilio, co-chair of the National Competitiveness Council, Infrastructure Working Group, calls Mr. Carlos the “grandfather of Philippine RO-RO.” He recently authored a book entitled “Linking the Philippine Islands through Highways of the Sea, “which describes the integrated national highway system and the RO-RO project, as well as its many benefits for countryside development, tourism and global competitiveness.


Mr. Carlos wrote the foreward for the book, stressing that the infrastructure project has not only connected ports, but also developed towns and cities traversed by our national highway system. As chairman of the National Competitiveness Council, Infrastructure Working Group, Mr. Carlos believes that we can build a more competitive nation from our nation of many sub-cultures and dialects through the RO-RO bridges that interconnect our national highway system.
